Cooperação Internacional em Genética com a China como um “laço fraco” a ser explorado / International: Cooperation in Genetics with China as a “weak link” to be explored

Abstract

O artigo busca discutir como formular políticas levando em consideração o caráter nacionalestratégico da biotecnologia e a necessidade de colaboração global em equipamentos e recursos humanos. Para tal, primeiro introduzimos o projeto de cooperação em biotecnologia da Fiocruz com a China à luz da discussão dos economistas neo schumpeterianos para logo identificarmos o setor como marcado por mudanças paradigmáticas. Depois, analisamos um exemplo de co-autoria de artigos de doenças em populações negligenciadas. Finalmente, discute-se, as necessidades por equipamentos, formação de recursos humanos e investimentos no setor de biotecnologia. Argumenta-se que, por ser ainda um paradigma em construção, o setor de biotecnologia, especialmente no que concerne o sequenciamento genético, oferece possibilidades de novas trajetórias tecnológicas. Sustenta-se que “laços fracos” nesta conjuntura podem ser fonte de inovação. Tais trajetórias precisam levar em conta o aspecto da tecnologia atualmente disponível - máquinas, organizações -, quanto o aspecto econômico que trata dos custos, capacidades de investimento e concorrência capitalista.
