Contratações públicas sustentáveis e inovação: contribuições teóricas / Public procurement towards sustainability and innovation: theoretical foundations

Resumo


Os impactos causados ao meio ambiente pelas organizações, de modo geral, pela produção e o consumo são preocupação cada vez mais recorrente na sociedade atual. Com base em uma pesquisa da literatura e abordagem qualitativa, objetiva-se, neste ensaio teórico, esclarecer as noções de contratações públicas sustentáveis e relacioná-las a um potencial indutor da inovação para sustentabilidade. Há menos estudos sobre contratações públicas sustentáveis do que sobre o mesmo tópico na iniciativa privada. O Poder de compra dos Estados é significativo. Os países desenvolvidos tendem a despender mais de dez porcento de seu produto interno bruto com aquisição de bens e serviços. Além de volumosas, as contratações públicas unem usuários e fornecedores, pois costumam ser destinadas à coletividade ou grupos. Nesse sentido, é amplo seu potencial de fomentar a inovação para a sustentabilidade. Recomenda-se, em estudos futuros, além da busca por padrões que promovam a melhoria ambiental, a identificação das habilidades desejáveis àqueles que trabalham na área e eventuais oportunidades de aprendizagem.
